Some homeowners have a dual connection on their sprinkler systems (Veolia & irrigation water). Please check your system to make sure the valve is off to the main irrigation system. If Veolia water from your home is used on your personal sprinkler system without shutting the main valve you may be inadvertently feeding the entire HOA.
